Need to fill an hour and a half

I have two kids whose parents do not want them to nap because they say they won't sleep at night if they do. So during nap time, I have to keep these two (including our worst behaved in the class) busy, entertained, AND QUIET. This is hard to do. It's an hour and a half and trying to keep C quiet that long is nearly impossible. I was thinking that I need to add more structure. My plan is a half hour of free time, then half hour of lessons, teaching them kindergarten review but also some early first grade (since this is a summer program, I figure I can help prepare them for when school starts again) and then a half hour of board games or card games since they both seem to like those. Does this sound good? Also, for the first grade material, what would you recommend teaching them in advanced?

I don't really have any specific plans for you, but I wanted to mention "busy bags". You can google them and you will get a ton of results. Basically, they are independent learning quiet activities for just such occassions as nap time. My wife has made up a lot of them for our three year old.
