A certain percentage of students do not leran phonetically. They learn to spell through memorization. I can't remember the actual percentage but 15% comes to mind.
Talk to the sped teacher about modifications and use those for both students.
I have two first graders, one is LD, who can't hear the consonant blends. They can read the consonant blends and they can say them, but they don't write them. Like they aren't stretching out the word enough.
