    I think it has a whole lot to do with social promotion myself. There are teachers here who have been threatened with losing their jobs if a certain percentage of students did not pass regardless of whether or not the students knew the material. My wife is working towards a second degree and in the interest of finances and transportation she is starting some core classes at a community college in town. Her classes are online and she has to do a lot of posting to online bulletin boards as part of the classes. She and I both are amazed at the atrocious use of spelling and grammar. If you don't know the difference between there and their you never should have graduated high school in the first place, much less be allowed to take college level courses.

    Actually language is a topic which might be interesting to some students and also not to some .
    Its the main problem I think . When they are not interested then it is really difficult to score well .
    So Its not there fault if they cant find interesting matters in language .
