    I'm assuming that handcuffs are simply policy. They seem to be here in Bexar County. So is the use of two officers in picking up a juvenile. There was a case a while back where a cop got 10 years felony probation because he picked up a runaway by himself and she claimed assault.

    Any experienced juvenile judge can probably get to the bottom of this, if the DA decides to go forward.

    I'd say you were dead on about the cuffs. But I wouldn't blame the school administrators in this case. The parents of one of the children brought in law enforcement, not the school. They probably found out about it when the cops showed up that morning.

    I agree that "zero-tolernece" is generally not a good idea. What's fair is not always just and I think school administrators need to be "just". My school adopted a policy where students involved in fights were arrested and/or written tickets with heavy fines. The policy never was a "zero-tolerence" type, it did allow discretion. But in cases where there was a clear aggressor, the perp was lead off in handcuffs. We went from a fight a week to a fight a semester almost overnight. Now, my school has it's own sworn police force (if one can call two officers a "force"). They can even write traffic tickets on the city streets in front of schools. They also write tickets for things like tobacco and cursing.

    Tom i remember stories like this back in the 1980's my sister 5 grade neighboor was accused of something and they handcuffed him at school......been going on for years...
