I am a Headmaster at a private school in the wonderful state of California. Although familiar with the regulations, or lack thereof, for teahers and administrators at private schools in California, I was curious about the regulations in other states. I figure this board will be faster then wading through every state's website.
FYI - To teach at a private school in California there is little to no regulation. The state has a "hands off" approach to private education. The only regulation is that the teacher posses the "ability to teach" and not be convicted of a serious, violent, or sex related felony. The same applies to school administrators. The funny thing is that I believe some of the best teachers in the state are in private institutions.

I teach at a private school in Florida. We do not have state standards because we do not accept the government vouchers. We accept other types of vouchers. The legislature is discussing setting standards with those. I suspect that if that happens we will discontine accepting them.
All employees do have do go through a background and fingerprint check
The organizations that our school is certified through help set the standards we have for teachers, curriculum and every other thing you can imagine that goes into educating students. We just went through an accreditation evaluation this past December.

I teach at a parochial school in Michigan. Although we do not have to comply with state regulations, the good ones do. In my area all teachers in parochial/private schools are state certified, are "highly qualified" and meet and excede state standards.
I'm not sure, but I think to receive title monies we have to be all of the above.
